I would recommend Fedora II as well.  The buildroot package
gumstix has put together works great!  It will build all the tools
and all software.  By default It downloads all the sources on
the fly so high speed internet is a must.

I use cygwin for some other work. It's not bad, but I wouldn't want the
headache of trying to twist it into shape for a potentially complex toolchain
like this. Not having tried it for this task, who knows. Maybe it goes easy.
But if not, then it will be a real pain and I think the chance that it won't
work will be *much* higher.

If you really really need to run it physically on a windows box, then maybe
you could run Fedora in a vmware shell on windows?
