#17 Backport Vista screensaver disable code from MPC-HC

The Media Player Classic build from Guliverkli2 can not disable the screensaver during playback on Vista+ systems because the API changed. Backporting the new code from MPC-HC should be trivial, and I think this function not working qualifies as a bug.
