#4 MPEG splitter fix for some (broken?) streams

Hi

I use guliverkli's activexes for sattelite DVB
streams playing. For this time I found that some
providers, for example, RTL 102.5 TV on Hotbird 13E
(freq 11623, pol: V, APID: 244, VPID: 224), supply (out
of standard?) streams. These streams play well on DVB-S
MPEG hardware and MPlayer.

But Guliverkli MpegSplitter.ax could not decode it.
After some debugging I've fixed problem.

Another problem was unstable detection of TS pids -
it's also tried to be partially fixed.

Please, consider incorporating these fixes in the
trunk. Thank you for great project by the way.

    Whenever I load subtitles, they appear double on the
    screen. Why is it that way and how can I correct it?
