#122 Move footnote to paragraph

The "Move footnote to paragraph (beta)" works quite well when moving a footnote UP to place it right after the paragraph containing its anchor. However, when the end of the paragraph is on the next page (or even further "down"), the feature does not move the footnote at all.

The suggested enhancement is to also move footnotes down, if necessary, or, if a reliable means of detecting the condition is not available, to prompt / ask the user where to place it.
