#22 GtkSpell doesn't honour XDG_DATA_DIRS environment variable

Currently GtkSpell sets the iso-codes installation prefix at configure time instead of runtime by exploiting the XDG_DATA_DIRS environmental variable etc., this causes problem in snap/flatpak packaging which dependency is installed in alternate directories.
