I don't think you can do that directly through the pipeline.
There are some tools (cheese, guvcview) which allow you to set parameters of the webcam (contrast, brightness, etc):

Not sure if any of this let you disable the auto focus feature. There is a discussion thread precisely about that here:
sometimes you can set those parameters when loading the driver (modprobe). search for the name of your camera driver and see what options it can accept.

I found this:
~$ uvcdynctrl -c
Listing available controls for device video0:
White Balance Temperature
Power Line Frequency
So, it seems this camera has no way to be set to manual.
It's a hardware issue.
