In v. 4.2 PEs are not connected to each other as such. thus, using
given code of gridsim 4.2 you can only simulate execution of bag of
task type applications. The higher version of GridSim support parallel
applications

To send gridlet  to GridResource, you have write the algorithm to
search grid resource with machines of best PEs, and then send gridlet
using Gridsim apis to that selected resource.
