On RegionalGISWithFailure class, check what is done on the event of a
failure. Just do the same everytime u want a failure. Essentially, the
regGisWithFailure class sends an GridSimTags.GRIDRESOURCE_FAILURE event
to itself in order to start failing resources. On the reception of this
event, it is decided which resource will fail, when and how long the
failure will be. If u want each res to fail multiple times, u have to
modify the way how RegionalGISWithFailure behaves on the reception of
this event.

"HyperExponential" is only a way to generate random numbers, what u use
them for is up to u. ut I'd say u'll have to implement it yourself.
