JSDL Resources support for ICT PBS DRM connector.

The changes will be committed to the trunk and therefore will appear in the development series in use at that time.
This is a well understood piece of work that will propagate JSDL Resource specifications through to the PBS resource manager back-end.

Basic support for OGF HPC Profile 1.0 Resources extended:
- CandidateHosts
- ExclusiveExecution
- OperatingSystem (requires support for 'opsys' PBS property)
- CPUArchitecture (requires support for 'arch' PBS property)
- TotalCPUCount (requires support for 'ncpus' PBS property)

Also supported as part of the JSDL 1.0 spec:
- TotalResourceCount
- TotalVirtualMemory (requires support for 'vmem' PBS property)
- TotalPhysicalMemory (requires support for 'mem' PBS property)

Where an element 'requires support' this needs to be properly configured within the PBS/scheduler installation.
