#843 Add a fixed turns ratio to regulators

Recent work has revealed the need for the ability to simulate step up and step down autotransformers. This can be achieved by providing a base turns ratio to the regulator object inside of GridLAB-D.

    Will need to be a bit more than a turns ratio -- it will probably also need to support a non-ideal transformer, as we do now. Suggest discussion with Frank regarding new transformer specifications and whether we roll this into it or not.
