[gridauth-chat] Getting underway

An initial version of GridAuth will probably be available soon, 
including the command line and basic web account request and 
management.  The plugin stack won't include account request methods, 
wasn't sure if an account request was even general purpose enough for 
inclusion in the plugin stack.  Instead, account request page will be 
handled seperately (makes it easier for form validation and other 
per-site customizations).
