#420 Use Windows standard environment variable characters

I think the filename paths environment variable expansion should use the Windows standard character % instead of the Unix standard ${}.

You could keep the parameter options inside the % (so %USERPROFILE:r1,5% )

    Sorry, this won't happen as the windows standard is not good.

    The problem is that there is no difference between the start and end. This makes it harder to code. Nesting would be impossible, although I am uncertain we support nesting but there might be a need for it some time later.
