#40 allow charset to be specified

Currently, LogWatcher always assumes the file being
watched is encoded using the platform's default
charset. This results in garbage if the file uses a
different charset. The Create New Watcher dialog
should allow the charset to be specified from a
dropdown list of available charsets.
