#204 1.3.16 failing to handle 1bpp palette PNG

1.3.16 (from Debian testing) appears to be mangling a 1bpp paletted colour image that worked fine with older (<=1.3.12) versions. It appears to be a stretching problem (i.e. wrong bit depth being read).

    This is the same bug as #3554897

    The problem was that sub-8-bit PNG pixels were getting unpacked twice, once
    by libpng (via png_set_packing)
    and again by the switch statement around line 2500 in coders/png.c. I have
    checked in a simple fix to the mercurial repository.
