TCustomImgView32, useful as it is, will always show scrollbars, even if they are not needed.

Thus, for example, if you have a high and narrow scrolling area, needing a vertical scroll but not a horizontal one, the horizontal scrollbar will be displayed, even if your frame is wide enough to not require one.
