I'm going to move this issue to Postponed status because one
of the requirements is for the host Lisp to include a
statement in its RC file loading the manifest, so that later
API calls can reference the manifest resource by ID. So this
is as much an issue of testing and patching support Lisps as
it is code that needs to be written in GF. In the meantime,
dropping a manifest in the right filesystem location is an
adequate workaround for now.
