Done some simple testing - freshly installed gramps using sudo apt-get install gramps Ran Gramps - it worked fine, advised about updates. Then didn't do anything except close Gramps. Disabled the network and ran Gramps - again, absolutely fine. So then mangled the iptables somewhat, so that all traffic went to a 'dead end server that would however accept a connection', and I get the delay again...
