I found and fixed the problem with Place filter. The reason was that the Place may contain multiple locations, and the filter did not use the correct logic to match either of the locations. This is corrected in the SVN, the attached file may be copied into [your gramps]/Filters/Rules/Place/_HasPlace.py and everything should work. Please file the bug report if this does not do the trick.
