From CVS I checked out the two source trees: gramps (1.0.x) and
gramps2 (1.1.9x (2.0 to be, I assume)).
There's no dutch translation (nl.po) in the gramps source tree,
although gramps 1.0.x (as distributed) handles dutch.
There's a dutch translation (nl.po) in the gramps2 source tree, but it
seems to be for (some old release) of 1.0.x. The template.po, which
according to the WiKi should be the starting point for translation is
very old as well.
So I took the most recent version I could find for 1.0.x as a starting
point, and updated it for 1.0.11. It's not perfect, but definitely
better than the 'old' version. You can find it here:

cvs co -r STABLE gramps2
For the current development version (1.1.9x) use the HEAD branch (which is
default if you dont specify a branch):
