When I first started implementing it I put it in the View menu as a toggle. I took it out and put it in the tools because I thought it presumptious to assume you would want it in the main app. A couple of issues to consider: - if the toolbar button (and menu item) for the pad is a toggle then the Tools and Reports buttons should also be toggles. - the downside of making it a toggle is that you can then only open one pad. The pad works perfectly well with multiple instances. I don't know if this matters but it is worth considering. I would put it in the view menu and on the toolbar if required.
