Could you open a bug issue on the bug tracker: ?

Somebody coding on the GEDCOM import will then probably contact you to send privately your GEDCOM so as to reproduce the import.

Is it possible to directly open the GEDCOM, instead of importing it? If so, you could try to export to .gramps from there

Note that some GEDCOM bugs are solved in version 2.2.9, but I have not seen this specific bug before. Worth a try though. You find an ubuntu package on our sourceforge site.
