This is probably the case. If I remember correctly, the default value for the "about" date modifier is something like +- 5 years, which is more than enough to push you over the limit. You can change this value somewhere in the preferences. (I tend to use about to mean "sometime that month", and not "sometime in that decade").

For what it's worth, I took a quick look at the code, and the stuff in tool itself is definitely correct.
