In latest edition of a Swedish genealogy magazine, one genealogist says that he has problem with his
current used program. His database has 18000+ persons, which covers 135!!! generations during 4000
years. And that includes emperor Augustus, Marcus Antonius and Cleopatra!
He says that "all is obviously not correct".

His current program can only handle 58 generations. Is there a similar restriction in Gramps?

No, but there are some things in the settings, eg relationship calc.
18000 can also be slow in some circumstances, but Gramps can be easily adapted to make that work fast.

I don't think so.
