Is this a fix for the NarrativeWeb report or what is it for?

If you have fixed the half and step- siblings issue in NarrativeWeb, then let us re-instate the half and step siblings in NarrativeWeb for trunk?

I made few tests and after patching I get better results.
English seems not to make the distinction (wording) but it sounds better for some locales like german or french.
