I always thought it was supposed to be handled in a similar way.  So for a webpage, it can be the mouse-over text.  While for a text report, the first individual may have "b. (short for born) 1812" and all individuals thereafter would be "b. 1812".

Yes. It is en explanation for translators. It is hard to translate "b." without knowing the meaning.
