Yes, in fact this is the default.=20
I use latin-1 (internally) for Irish only because it is much much faster
(a direct consequence of the fact that Perl's regex engine
is much faster for 8-bit chars than it is for general utf-8 characters).
In any case you can still check input texts that are
encoded in utf-8. The only potential problem is the normalization
issue you've brought up, and that arises only when the internal encoding
used by An Gramad=F3ir is something other than utf-8.
