Adding policies in a comment, related to concurrency and well/pit size.

Optimizing PlugTheHoleMetric.

Changing the factor of LINEAR_BOWL_METRIC slightly because the computation of
upper bound is more accurate now.

Optimizing LinearBowlMetric and QuadraticBowlMetric a tiny bit, and capping the
score in case computed upper bound is not mathematically accurate.

Optimizing QuadraticNookAndCrannyMetric a bit. Compared output values to those
of old function and they match.

Optimizing LinearNookAndCrannyMetric a bit. Compared output values to those of
previous function (defined in EvalFunction) and they match 100%.

Optimizing HeightFluctuationMetric a bit. Compared the output values to those
of old function and they match.

Optimizing OverallHeightMetric a bit. Compared output values to those of old
function and they match.

Optimizing SquaredHeightMetric a bit. Tested to make sure that output values
match those of previous function.

Increasing qSearchBreadth back to 24. Went 32 -> 16 -> 24. Good number.
