Making the impossible 6-er level even harder. My program still passes this on
a regular basis. It fails when I fail to obey its orders. Interesting.

Upping SQRT_COVERED_HOLE_METRIC from 1.4 to 1.7. I think it's good now. It
definitely is working, I see this, because it won't hesitate to make lots of
holes in a layer if that layer already has lots of holes.
