Upping SQRT_COVERED_HOLE_METRIC from 1.4 to 1.7. I think it's good now. It
definitely is working, I see this, because it won't hesitate to make lots of
holes in a layer if that layer already has lots of holes.

Now trying to use sqrtCoveredHoleMetric().

Some comments and outputs etc.

Fixing max possible well score (worst) in sqrtCoveredHoleMetric().

First pass at sqrtCoveredHoleMetric(). Untested.

Expanding comment to include computation of worst score.

Fixing the comment explaining "falloff" in both directions.

Adding comment which explains the need for a falloff function when multiple
holes are present in a single layer, so that the creation of additional holes
in the same troubled layer is not judged equally as, say, the creation of holes
in a layer that does not yet suffer from the "covered hole syndrome".

Commented out the 7-er impossible level because it takes a lot of startup time.

Making well wireframe darker, reverting back to 6-er impossible level.
