Fixing the comment explaining "falloff" in both directions.

Adding comment which explains the need for a falloff function when multiple
holes are present in a single layer, so that the creation of additional holes
in the same troubled layer is not judged equally as, say, the creation of holes
in a layer that does not yet suffer from the "covered hole syndrome".
