#70 PRSolve and fails with incompatible time system

PRSolve fails with the following error:

PRSolve --obs base.o --nav ephem.n --useCA

Exception: text 0:CommonTime objects not in same time system, cannot be compared: UNK != UTC

This occurs with both version 2.5 and 2.3. However, version 1.7 is able to process this data correctly. The discovery that v1.7 works was based on the suggestion here
