#67 RinEdit --BD+ does not edit subsequent data points

RinEdit app contains a command option --BD+. It does not perform as intended. Rather than edit all data after a given time, or over a range if --BD- is also included, it edits only the data at the given time, and not the following data points.

Specifically, this creates issues when trying to remove millisecond adjustments from Ashtech data.

It appears the '+' is parsed from the command, but is not used in conjunction with BD.
