0.4.10 released - bugfix and improvements

in version 0.4.9 the script to create the database was missing. 0.4.10 fixes this problem and adds the functionality to import geonet data files into the database. geonet files contain lots of information (around 50000 points for austria!) and can be downloaded from http://164.214.2.59/gns/html/index.html
