I am trying to use gpsbabel directly for the first time to send files to my
Garmin 76. I am using Mandrake 10.2 (2005LE).
I currently am using GPSMan to write to the Garmin without troubles
using /dev/ttyS0, and I also have used Qgis (which uses gpsbabel) to write to
it, without problems.
What I am doing is here:
[gps]$ gpsbabel -D9 -i gpx -f arlington.gpx -o garmin -f /dev/ttyS0
GPSBabel Version: 1.2.3
It just appears to hang, but not giving any reason why. What have I done

You need to use a capital F to specify the output file:
gpsbabel -i gpx -f arlington.gpx -o garmin -F /dev/ttyS0
