The KML writer definitely includes this. You can convince yourself of
this via the pressence of TimeInstand and timePosition tags from:
gpsbabel -i gpl -f reference/track/webpark1.gpl -o kml -F -
So it looks like the problem is in the reader side, not the writer side.
Looking at the loop inside lowranceusr_parse_trails() it's not obvious
to me that the time is stored in the usr file tracks. If you'd like to
crack that format open and figure out if/where it's stored, I'll work
with you on a change to populate the creation_time in the usr reader.
