I just committed a change to the tiger genurl output. It used to
compute the center based on the average of the waypoints. The problem
with that approach is that if you have a cluster in one corner it will
"weight" the map and pull it toward them, potentially resulting in lone
points in the opposite corner falling off the map.
The new version computes the center and the size based on the outer
boundaries of the waypoints. (Think "bounding box".) It also adds a
15% pad around the map to show a little context and so that the pins
themselves don't get whacked off the top.
