That doc is outdated. I'll put it on my list to update that. It describes the Mac GUI that was dropped a few years ago.  We now use the same GUI everywhere.

The window described as the debug (albeit read only) is the pane below "output" and above "apply".  It shows the command that was generated on half of the chosen options in the GUI.

Also, using the terminal to issue direct commands the directory path should be
"Contents/MacOS" and not "Contents/Resources"

In my case the full path is:
Applications/GPSBabelFE.app/Contents/MacOS/gpsbabel
