I have started to fiddle around this and comparing the list available at AMSAT and the details provided by gpredict, i see some discrepancies:
1. HO-68 / XW-1 is marked as having no transponders, while this lists a few in VHF/UHF: http://www.amsat.org/amsat-new/satellites/satInfo.php?satID=116
2. Yubileiny/SO-30 has the same problem: http://www.amsat.org/amsat-new/satellites/satInfo.php?satID=115 (it's a beacon on 435.2150 and 435.3150)
3. SUMBANDILASAT (aka SO-67, not documented as such) has the same problem: http://www.amsat.org/amsat-new/satellites/satInfo.php?satID=71

Is this a problem with the celestrak database?
I believe this has been updated in svn.
You should be able to download the new trsp files from:

Now the question is should we be able to download these like the keps.
Okay, that's nice. :) But i think there are still some missing: RS-30 is 32953 here and there's no 32953.trsp. I think it's okay for the other two, but yes, this raises the question of whether this should just be automatically updated from a standard source instead of hunting around like this. :)
Is there a canonical source for this?
To my knowledge there is not a canonical source, either machine or human readable.
Accepted to include all existing and active amateur radio satellites before we release.
What is the authoritative list of amateur satellites to score this against? Amsat operational at <http://www.amsat.org/amsat-new/satellites/status.php>? Amsat all at <http://www.amsat.org/amsat-new/satellites/all_oscars.php>? or the amateur.txt file from celestrak?
SVN commit 964 adds RS-30 which was the one list not in the list.
SVN commit 965 adds the satellites that were missing from <http://www.amsat.org/amsat-new/satellites/status.php>
