#853 gimp plugin doesn't work at all in Russian locale

On my gentoo system, gtkam-0.1.17 is configured --with-gimp --without-gnome

This is expected to add menu items to GIMP menu that capture and download
images from a camera. This does work in English locales. In Russian locales,
such menu items don't appear.

Steps to Reproduce:
1. install gtkam
2. rm -rf ~/.gimp-2.6 ; LANG=ru_RU.UTF-8 gimp
3. inspect the menu
Actual Results:
No camera-related menu items unless I run gimp manually once in the C locale.

Expected Results:
Two additional items in the "Файл > Создать" (Russian translation of
"File > Create") menu

Gimp prints this on stderr:

Translation back to English: Предупреждение = warning,
"<Панель инструментов>/Файл/Получить/" =
"<Toolbar>/File/Acquire"

I.e. it attempts to add items to a non-existing menu "Файл >
Получить" instead of the proper "Файл > Создать" menu.

BTW there is also a typo in the translation: Загружить should be Загрузить
