it should be possible to sign an outgoing email even if
the recipient is unknown to my keyring.

Motivation for this request is following:
some isp's accept only signed abuse reports, but i
don't have all these signatures in my keyring.

thanks in advance ...

The <Default Profile> is there for just this reason.

I would like this feature too.

Another reason would be to sign all outgoing business email but not personal email. I could set the Default profile to sign everything but that wouldn't allow me to treat business and personal addresses differently from each other.

In other words, I'd like to use bare email addresses instead of keys in the "keyrules".

Most of the world and most of the people I write to don't have gpg keys. For encryption they might as well not exist, but for signing it makes sense to use an email address as the unit of control.

Is there any way to get the effect I want now? I suppose I could create a dummy keypair with the address of someone I want to talk to, and then put that key into a profile that always signs, but that would be a disgusting hack.

A few minutes after asking for this feature, I discovered it's already there.

Set up a profile, and make sure that it has the "Can attach aliases" checkbox ticked. Then, over on the Aliases tab, you can add a bare email address to the profile just like you could add an email address to a key. After you do that you've set a policy that applies to an email address that you don't have a key for. It's a keyrule without a key.

If anyone's wondering why this is good to have, imagine a mailing list with a policy against PGP signatures. You'd need to control that mailing list address separately from all the other keyless addresses for which you do want to sign email.
