#39 Streamline attacking neutral forces

If you're attacking a neutral force and already have
enough strength to defeat them, there's no point to
asking everyone else with support orders nearby to
declare support. They can only declare for you, which
doesn't help you, or decline support, which doesn't
help the neutral force.
