#25 confirm leaving a territory w/o control

have a simple javascript confirmation for leaving a
territory without taking control.

eg, i marched out of dornish marches in a couple of
different directions, and forgot (and/or didn't notice the
interface) to leave a power token behind to take control
of the territory. had an alert/confirmation come up, i
gladly would have taken control.
