On http://sourceforge.net/p/golly/bugs, the "create ticket" button is greyed out and has the mouseover text "To create a new ticket, you must be authorized by the project admin.". In "support requests" it's the same.
On the page http://sourceforge.net/projects/golly/support, it says "Golly says the best way to get help with its software is by using its mailing lists.", but there are just links for newsletters.
I found no other ways to get support, except for this forum. But is it the proper way to either report bugs or ask for permission to report bugs? Why is it even needed to get a permission to report bugs?
The bug I originally wanted to post: When I mouse over an entry of the list of presets on the left that is longer than the column (so that it shows a mouseover text with the full name), then the space in which the mouseover text was becomes the only area of the "play field" that shows updates until I resize the list. So the majority of the "play field" just stops changing at all, no matter how the content changes, I move it, zoom, whatever. This is a very specific bug, I wonder what's causing it.

Regarding your bug report: I don't see any mouse over problems using desktop Golly 3.1 (64-bit) for Windows, so I think it must be a problem specific to Golly Portable.

I've fixed the problem with creating tickets.

No, the same happens to me on the regular Golly version.
