#3 non-integer round numbers get sorted out

If a round is submitted with a non-integer round
number, when the database is rebuilt all rounds should
be renumbered.

For instance, if rounds 1-10 exist and I submit round
9.5, rounds should be renumbered so that they go 1-9,
10 (my round), 11 (old round 10).
