#10 Synchronet configuration parser fixes

The majority of this patch is related to bug #61 (the internal code prefix problem), but while I was making that change I noticed something odd about GoldEd+'s interpretation of the SUB_QNET setting flag that didn't seem right (a QWK-networked sub is not "local"). Anyway, I'm not sure how GoldEd+ uses these GMB_ flags, so I set the value based on what seemed right (GMB_ECHO for FTN echoes, GMB_LOCAL for everything else). There are other Synchronet sub-board setting flags that maybe should be translated to GMB_ values (e.g. SUB_INET, SUB_NAME), but I don't know enough about GoldEd+ to make those determinations/changes.
