[gobo-eiffel-develop] XM_FILE_ EXTERNAL_RESOLVER returns text streams

The URI resolvers in the XML library return a KI_CHARACTER_INPUT_STREAM 
according to the interface, which is fine, but the concrete descendant for 
file: returns a KI_TEXT_INPUT_FILE, which is not so good if the resource 
happens to be a binary file.
