The name looks right on Windows, and the test fails.

The drive is NTFS.

I don't know how to find out any other relevant information. There are
no environment variables that look relevant. I assume the file-name
encoding must be ISO-8859-1, but I thought a windows NTFS system would
be using UTF-16.
