[gobo-eiffel-develop] Bootstrap doesn't work on Linux with gcc and ge

It said it couldn't find a file with a name something like tools/c/ise.cfg.

I switched to bootstrapping with gcc ise and there is no problem.

P.S. Only ISE 5.7 is installed on this machine.
