#23 Chat Transcript Logging

We need a facility to log chatroom transcripts to a
file, for the purpose of not only the administrator
seeing this - but also for another process to display
to other interested parties.

This is not the same as the normal output log I have
developed already - but instead should output only chat
conversations.

This idea thanks to my friend Miles Liversage and
reiterated by Rob.
