#115 Diffutils should set a default path environment variable.

The vms_execvp_hack.c wrapper used in diffutils and other utilities should locally create the same default PATH environment variable that bash does if no path environment variable exists. This is mainly needed for using the sdiff and diff3 utiliies under DCL.
